The Concurrent Hamilton County Grand Jury has recommended that the Legislature increase penalties on those who drive on revoked licenses and drive drunk and on pawn shops and scrap yards that accept stolen property.

The four men accused of kidnapping a man in the Downtown area and robbing his home have been charged with another kidnapping as part of a larger crime spree.

Chattanooga Police said three men charged in two downtown kidnappings carried out a home invasion in St. Elmo. The trio had gone to St. Elmo looking for the apartment of one of the kidnap victims, who had been able to climb out of the trunk and jump from the moving vehicle.

A tip that resulted in a extensive dig produced only an automotive engine block and little else, according to the Polk County Sheriffs Office. Homicide detectives excavated for two days in an effort to find a car said to have been buried in the neighborhood where Kimberly Mimmovich once lived. The Polk County woman has been missing for nine years.
